Introducing new technologies in today's tumultuous tech industry is not an easy proposition. There are those who write a specification (IETF, ETSI, etc) with the hopes that it will be accepted and somebody will adopt and implement it, but they end up in being just another spec. Then, there are those who create an OpenSource project with very clear preliminary intentions, but without a backing specification, they can quickly lose direction as the contributing members diversify. A very powerful, innovative model to introduce new technologies is to simultaneously create a specification and supporting OpenSource implementation. As the specification matures, the OpenSource implementation can evolve, allowing those interested to try the new technology in their labs and see the real benefits of what is being proposed and to see what parts of the specification wont work or need to be improved.
