As it stands it's very hard to tell if the controller is up, that is all the bundles we think we're loading have come up. There have been some ideas around this in the past that we could probably make work. Also, it's not at all clear that OpenDaylight is capable of shutting down cleanly. We should understand why and how to improve it.
